Abstract:
“The Republic of Ireland is a laggard on many indicators of sustainability, including carbon emissions reduction linked to human induced climate change. A continuation of Ireland’s current policy path risks significant fines in the short term and contributing to global climate breakdown in the medium to longer term.
The paper examines international experience in approaching the transition to a low carbon economy and makes some policy recommendations to ensure a fair and just transition that is worker, employment and community focused. The paper identifies high emitting carbon sectors where workers may need access to services and support to upskill for new green tasks and jobs. Finally, the paper identifies opportunities to mobilise underutilised skills to drive the transition.”
