This division covers the provision of various social assistance services directly to clients, excluding accommodation services except on a temporary basis. It includes social, counselling, welfare, referral, and similar services aimed at supporting the elderly, disabled, and other vulnerable groups, both in their homes and elsewhere. These services include visiting services for the elderly and disabled, day-care for the elderly or disabled adults, vocational rehabilitation for disabled persons, adoption services, activities for the homeless and socially disadvantaged, as well as charitable fundraising and other social work support activities.
